The reason? An obese, expensive State protected from any accountability.<\/strong><\/p>\n\n\n\n<p>In this post, we will analyze why the <strong>administrative reform never advances in Brazil<\/strong>, who benefits from this and how society pays \u2014 with poor services, high taxes and an armored bureaucratic elite.<\/p>\n\n\n\n<p>\ud83d\udc49 Read also: <a class=\"\" href=\"https:\/\/poderemercado.com.br\/en\/\">Perpetual Emergency: How the State Uses Crises to Expand<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Public service or privileged castes?<\/strong><\/h2>\n\n\n\n<p>Brazil has:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>One of the <strong>higher spending on civil servants<\/strong> from Latin America.<\/li>\n\n\n\n<li>One <strong>of the worst relationships between public spending and quality of service<\/strong>.<\/li>\n\n\n\n<li>And one <strong>legal system that protects bad employees and punishes meritocracy<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>About that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Salaries above the private sector average.<\/li>\n\n\n\n<li>Almost unconditional stability.<\/li>\n\n\n\n<li>Automatic progressions, bonuses and trinkets.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Who really resists reform?<\/strong><\/h2>\n\n\n\n<p>The speeches are beautiful:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe need to modernize the State.\u201d<br>\u201cIt is important to professionalize the public sector.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>But in practice, every attempt at reform is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Shelved by Congress.<\/li>\n\n\n\n<li>Torn apart by unions.<\/li>\n\n\n\n<li>Ignored by those who live off the machine \u2014 and not by the population.<\/li>\n<\/ul>\n\n\n\n<p>Why?<br>Because an organized elite <strong>defends its own privileges with public money and political influence.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The farce of public efficiency<\/strong><\/h2>\n\n\n\n<p>How many times have you heard that \u201cthe State needs more resources to function well\u201d?<br>But the problem is not money. It&#039;s structure.<\/p>\n\n\n\n<p>Brazil spends like a Nordic country \u2014 and delivers like a country in collapse.<br>The reason?<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lack of goals.<\/li>\n\n\n\n<li>Lack of real performance evaluation.<\/li>\n\n\n\n<li>Awards for time, not results.<\/li>\n<\/ul>\n\n\n\n<p>What they call \u201cstability\u201d has become synonymous with <strong>immunity to inefficiency.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Who pays this bill?<\/strong><\/h2>\n\n\n\n<p>You, ordinary citizen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Who faces a queue at the hospital.<\/li>\n\n\n\n<li>Who waits months for an assessment at the INSS.<\/li>\n\n\n\n<li>Who sees their children in schools with absent teachers and precarious structures.<\/li>\n\n\n\n<li>Who works in the private sector without guarantees, bearing the bill for those who live with security.<\/li>\n<\/ul>\n\n\n\n<p>The cost of maintaining an inefficient machine is invisible in everyday life \u2014 but lethal for the country\u2019s future.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Without reform, there is no possible fiscal solution<\/strong><\/h2>\n\n\n\n<p>There is no point in discussing the spending cap, framework or primary balance if:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>THE <strong>fixed cost of the State<\/strong> is untouchable.<\/li>\n\n\n\n<li>THE <strong>budget is rigidly committed to payroll, pensions and inefficient structures<\/strong>.<\/li>\n\n\n\n<li>High-ranking civil servants live <strong>shielded from the national economic reality.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Without administrative reform, <strong>everything else is fiscal makeup.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion: The reform that never comes is the privilege that never falls<\/strong><\/h2>\n\n\n\n<p>While we talk about \u201csocial injustice\u201d, little is said about <strong>tax injustice of sustaining a system that rewards stability, not results.<\/strong><\/p>\n\n\n\n<p>Reforming public administration means returning the State to its function: <strong>serve society \u2014 not serve oneself by it.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>\ud83d\udce9 Do you want to understand why the Brazilian public sector consumes so much and delivers so little?<br><strong>Subscribe to the Economic Radar newsletter<\/strong> and receive critical and direct analysis in your email.<\/p>","protected":false},"excerpt":{"rendered":"<p>O Brasil gasta como pa\u00eds rico, mas entrega servi\u00e7os de pa\u00eds pobre.
