Every emergency is an opportunity. And the State knows how to exploit this like no one else.<\/strong><\/p>\n\n\n\n<p>In this post, we will analyze how governments transform crisis situations into permanent justifications to expand their power, create new taxes and restrict individual freedoms \u2014 often with the involuntary applause of the population itself.<\/p>\n\n\n\n<p>\ud83d\udc49 Read also: <a class=\"\" href=\"https:\/\/poderemercado.com.br\/en\/a-cultura-do-deficit-o-estado-que-nunca-aprende\/\">The Culture of Deficit: The State That Never Learns<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The crisis as a perfect excuse<\/strong><\/h2>\n\n\n\n<p>Since ancient times, leaders have discovered that nothing is more effective in concentrating power than a good state of emergency.<\/p>\n\n\n\n<p>Whether during wars, pandemics, economic collapses or \u201cexternal threats\u201d, the discourse is always the same:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cWe are facing an exceptional situation.\u201d<\/li>\n\n\n\n<li>\u201cWe need extraordinary measures.\u201d<\/li>\n\n\n\n<li>\u201cIt is for the common good.\u201d<\/li>\n<\/ul>\n\n\n\n<p>And so, <strong>rights are suspended<\/strong>, <strong>spending is authorized without limits<\/strong> and <strong>freedoms are restricted<\/strong> \u2014 all in the name of \u201cprotecting\u201d society.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>When temporary becomes permanent<\/strong><\/h2>\n\n\n\n<p>The problem is not the emergency response itself.<br>The problem is that once granted, <strong>the power rarely returns to its original size<\/strong>.<\/p>\n\n\n\n<p>Recent history is full of examples:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pandemics<\/strong> which justified circulation controls and mass surveillance.<\/li>\n\n\n\n<li><strong>Fiscal crises<\/strong> who created new \u201ctemporary\u201d taxes that never disappeared.<\/li>\n\n\n\n<li><strong>International conflicts<\/strong> that opened loopholes for censorship and information control.<\/li>\n<\/ul>\n\n\n\n<p>The State learns quickly: where there is fear, there is room to move forward.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Brazilian State and its emergency factory<\/strong><\/h2>\n\n\n\n<p>In Brazil, the logic of perpetual emergency was consolidated in a particular way:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Economic crises justify more government intervention and perpetual subsidy programs.<\/li>\n\n\n\n<li>Social crises authorize new benefit packages without structural reforms.<\/li>\n\n\n\n<li>Political crises open the way for hasty legislation and concentration of power.<\/li>\n<\/ul>\n\n\n\n<p>All in the name of \u201cstability\u201d, \u201csolidarity\u201d and \u201cresponsibility\u201d.<\/p>\n\n\n\n<p>About that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The debt grows.<\/li>\n\n\n\n<li>Inflation returns.<\/li>\n\n\n\n<li>Individual freedom is slowly crumbling.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The emergency as an excuse for irresponsible spending<\/strong><\/h2>\n\n\n\n<p>See what happens:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The government runs huge deficits under the guise of \u201cstimulating the economy.\u201d<\/li>\n\n\n\n<li>Instead of cutting privileges or streamlining the public machine, he creates new programs.<\/li>\n\n\n\n<li>When the imbalance explodes, it uses the crisis itself to justify tax increases, currency issuance and more intervention.<\/li>\n<\/ol>\n\n\n\n<p><strong>The crisis is not resolved.
